Hamburg, Germany has launched a new solar subsidy program targeting low-income households to promote the use of balcony solar systems. Co-initiated by the local government and Caritas, a well-known non-profit Catholic charity, the project enables more families to benefit from solar energy and reduce electricity costs.
1. Solar Subsidy Eligibility
The program supports residents receiving benefits such as Bürgergeld, Wohngeld, or Kinderzuschlag. Even those not receiving social aid but with income below the seizure-protected threshold can apply.
2. Balcony Solar Technical Requirements
- >> PV modules must be TÜV certified and meet German solar safety standards.
- >> Maximum rated power: 800W.
- >> Registration in the Marktstammdatenregister is mandatory.
3. Balcony Solar Subidy and Timeline
From October 2025 to July 2027, the program offers a 90% reimbursement of purchase costs or a direct grant of up to €500. The total budget is €580,000.
5. Balcony Solar Installation Notes
Unlike traditional rooftop PV, balcony PV systems are easier to install—often mounted on railings or walls and connected via sockets. Key requirements include:

- ⭐ Standard power socket availability.
- ⭐ Landlord approval for tenants.
- ⭐ Full compliance with electrical and construction safety standards.
Caritas will assist applicants with planning, tool rental, and a follow-up inspection after one year. To receive the subsidy, applicants must submit invoices, payment records, and registration proof.
